I have a 98 Accord Coupe V6, the idle speed hunts between about 1,500 rpm and 1,000 rpm approximately one time per second...is this an Idle Air Control valave problem ?

1998 Accord Coupe 2 Door, engine is 3.0i V6 VTEC, transmission Auto.
mileage 40,000
tested from cold, starts to approx 1,00 rpm, then speed increases to 1,750 rpm, then, after 2-3 mins, speed starts hunting between 1,100 rpm and 1,800 rpm, normal idle speed is about 950 rpm.
tried A/C on & off ..makes no difference
tried increasing revs, runs smoothly, idle speed starts to hunt again when throttle reduced.
same when hot
appears to be just an idle problem which is why I suspect the Idle Air Control Valve
