While driving, steady speed, slight up hill grade, I feel a soft jerk and notice that the rpms of the engine fall from 3,000 to 2,000 then recovers. My Insight is a 2001 model with 67,000 miles.

Okay. There are a few possibilities. It may be the vehicle coming in and out of gas/electric mode. If this is not the case then you may want to look into the possibility of a dirty fuel filter. The engine may be momentarily starving for fuel before catching back up. You would need a fuel pressure gauge to varify this. Do you plan on fixing this yourself?
