how do you tell that your power brake booster is failing?

It only happens once in awhile after the car has been running awhile. I'll be on a flat surface moving less than 30mph and try to stop and i'll keep moving even though I'm pumping the brake. I've replaced my front and back brakes. Have 184,000 miles. Believe that's what it is since it has happened on another honda years ago.
