ON my 2007 Honda Element it indicates the percentage of oil level starting with 100%. When should I replace the oil? I have always changed oil at 3000-4000 but can I wait until it indicates 10% or less before changing the oil.

Hello Dwight, this vehicle determines the oil change time depending on the way that you drive. Sometimes the 100% will run out faster then other times. You can always wait until the percentage is at 0 because this is manufacturers recommandations. In my opinion though it is alway best to change the oil every 3000 miles. This will give you more protection throughout the life of the engine.
