We have a 2003 Honda element that will not start ...

We have a 2003 Honda element that will not start without extensive grinding after about 32 degrees or lower. The car has 50,000 miles. If cold enough, it won't start at all. It is not the battery, heat sensor, relays. The code P0685 indicates power control circuiut malfunction. So far, no one can figue this out.

According to the manual the ECU is faulty, since it's an emissions related part it's covered for 8years/80k miles. I'd take it to the dealer and have them replace it for free.
