2002 Honda CRV Blower Motor will not work

replaced blower motor. checked all fuses. I have 12 volts going to the fan plug. The blower motor pulses when you turn ignition on, but will not spin.

Is the replacement a factory motor? Do you have an amp setting on your meter? You may have a bad blower resistor pack or what Honda calls a blower motor transistor.
