1994 civic EX with the Vtec. Losing water and white smoke

I have a 1994 civic EX with the Vtec. Losing water, no leak on ground and now have white smoke from exhaust. Been losing a little water for a while. The white smoke just started.
Head Gasket?   Block? Or is there somewhere else the water can get into the engine. Oil is clear. No water contamination evident.
